Where the fair market value comes from
The Georgia DOR publishes an assessment manual that sets a value for each vehicle. For a new car, TAVT uses the greater of that value and the retail selling price, which includes any fees and is reduced by dealer rebates and cash discounts. For a used car, TAVT uses the assessment manual value, whatever you paid. Look your vehicle up with the Georgia DOR TAVT estimator, then enter it in the calculator. If you leave it blank, the estimate uses your price and says so.
Does a trade-in lower TAVT?
On a dealer sale, yes: the trade-in is taken off the value before the 7.0%. On a $18,000 used car with a $5,000 trade-in, TAVT falls from $1,260.00 to $910.00. On a sale between individuals there is no trade-in reduction.

Georgia TAVT FAQ
What is TAVT in Georgia?
Title ad valorem tax: a one-time tax paid when a vehicle is titled in Georgia. It replaced sales tax and the annual ad valorem (property) tax for vehicles bought on or after March 1, 2013.
How much is TAVT on a car in Georgia?
7.0% of the fair market value. On a used car the Georgia DOR values at $18,000, bought from a dealer, that is $1,260.00. Add the $18 title fee and $20 tag for $1,298.00.
Is TAVT based on what I paid or on the DOR value?
On a new car, whichever is greater: the retail selling price (less dealer rebates and cash discounts) or the value in the state assessment manual. On a used car, the DOR's assessment value — even if you paid more or less. Look it up with the Georgia DOR TAVT estimator.
Does a trade-in lower TAVT in Georgia?
Yes, on a dealer sale. On a used car valued at $18,000 with a $5,000 trade-in, TAVT falls from $1,260.00 to $910.00. On a sale between individuals, a trade-in does not reduce it.
Do I pay TAVT if I buy from a private seller?
Yes. It is 7.0% of the DOR fair market value, whatever price you agree. A car valued at $15,000 owes $1,050.00, even if you paid $14,000.
How much TAVT do new Georgia residents pay?
New residents pay 3% of the fair market value instead of 7.0%, and must register within 30 days of moving to Georgia.
How much are title and tag fees in Georgia?
The title fee is $18, and a regular passenger car plate and registration is $20. A late title application (after 30 days) adds a $10 penalty.
Do I still pay annual property tax on my car?
Not on a vehicle that paid TAVT. Vehicles bought before March 1, 2013 that did not opt in still pay the annual ad valorem tax.
Are you covering other states?
Yes. Texas, California, Florida, New York, North Carolina, Pennsylvania, Washington, Arizona, Michigan and Illinois are live too, and more states are added once their rates and fees are verified from each state's own pages. Each state uses its own published rules. Pick your state on the vehicle tax, title and license calculator by state.
TAVT: 7.0% of fair market value (Georgia DOR). New vehicles: the greater of the retail selling price, less dealer rebates, and the state assessment manual value; used vehicles: the assessment manual value. A trade-in reduces it on dealer sales only (TAVT FAQ). Title $18 and plate $20 for a regular passenger car (DOR fees page). New residents: 3% (New to Georgia page).
